It is a budget title, but one that does not throw a small game at you, rather one that throws tools to the community to make games. In the same vein as little big planet or minecraft. I do think it is their next big hit, because this should be the next step up for their 2d platformers (just like the 'new' series was back in the day), and it bridges the gap between people who want to create mario games (the fact that it is mario makes this huge) but don't have the experience of a developer.
Effectively, Nintendo sets up a framework, and the community becomes the developer (a third party if you will), meaning that over time, this game may have more content than triple A titles, despite being a budget game. I believe this game will be the year's most profitable success for Nintendo.
Of course, this all depends on how they market and sell the game. It being mario and no direct competitor existing, this game can become crazy through word of mouth, but very good marketing will make this game go a long way.
