But even if it isn't, Microsoft isn't a bunch of net nerds like us opining over console "wars". They're trying to sell a product. Japan is a large market for that product. It would make sense for them to continue to try to break into that market.
And they might just be having some... small... almost unoticable success. Despite having an incredibly small launch, the 360 is selling at a much higher rate than the xbox right now, and will probably catch up to the xbox sales wise in the next month or so. It's already overtaken the xbox software wise.
