Cerny involved in the game, makes me think these reasons are technical.

The game wasnt functionnal on PS3, so they made it on PS4 with a new engine, thats why it took so long, they took that decision too late. And now Cerny wants it to be perfect at least, after all this time, the technic must be next gen quality
