It's certainly a factor.
Although, the 3DS, while not selling a lot compared to other portables, still has decent numbers, and several other factors didn't help the Wii U as well, including poor marketing.
"Just for comparison Uncharted 4 was 20x bigger than Splatoon 2. This shows the huge difference between Sony's first-party games and Nintendo's first-party games."
