These are the American release dates, it varies slightly from region to region, 02/06/08 are the only years that we haven't received a mainline Pokémon game.

This proves it then. pokemon only gets a "rest" after the third version (Crystal, Esmerald, Platinum). So we get Z in 2015 and nothing next year.

Nope there was a gap in 2008 between Diamond/Pearl & Platinum.
