GameFreak likes to give gift Pokemon like starters and Eevee low female to male ratio in order to make breeding for them difficult. In Pokemon, the species that hatches from an egg is always the same species as its mother. However, if you have a ditto, its always the species that mates with Ditto. Because of this, either Ditto or the daycare is available near the end of the main story line (Elite Four/Hall of Fame).
And as this thread shows, it also explains why you don't see any wild starter Pokemon that often.
