I don't know. It's very, very rare for a Wii U game to sell more in Japan than NA. Only a few games have (these include MH3U, Wii Party U and Game & Wario. One of which was bundled heavily, one is Monster Hunter, and the other...I have no fucking clue).
At the very least, let's say it sells about the same in NA as it did in Japan (which would follow your theory of it not being as well embraced, considering the Wii U has sold more in NA than Japan, so the ratio sold would be worse), that would mean it's 190k + 190k, which is 380k, and then we factor in UK's sales which are thought to be around 20-21k based on rankings, so that leaves it at 400k. Then, we have the rest of Europe and ROW, so let's just say 50k for all (which might be undershooting). That leaves it at an absolute minimum of 450k.
And of course, this is me underestimating NA (as I said before, Wii U games historically sell better in NA than Japan, and about on par with Japan in EU, give or take). Also keep in mind that this includes digital, which still technically counts as sold copies.
