Same reason why FH2 isn't first party. 

Sony Japan came up with the Design i think and the original built until FromSoftware made it to a Souls Game.

It still wasn't developed by a first party studio. That's the collaboration, it's not like 2 dev teams worked on it. Just insert my last comment here.
