60 seems average to me. It´s a score that indicates that the game is not great but may please some people or some specific audience.
I have in my collection some games with metascores in the 60-70 range (or lower) that surprised me and in the end were very enjoyable, like Doctor Lautrec and The Forgotten Knights, Mario Party Island Tour, Scribblenauts Unsmasked etc.
