Not always. Almost every Zelda plays similar. About engines, Ocarina of Time and Majora's Mask runs in the same engine as Super Mario 64. The Wind Waker and Twilight Princess uses a modified version of the same OoT/MM/SM64 engine. And we don't have confirmation of a new different one used for Skyward Sword or this one.
