I think the jump between DirectX 9 and Direct 11 is staggering. If you you look at 10 inbetween it's not as dramatic - as it was a step. But from 9 to 11 is really quite a change - so much more detail.
DirctX 10 increases detail, but seemed to have some frame rate issues. DirctX 11 improved on that.

At the very least DirctX 12 should give a faster frame rate and more objects (or details of them ) on the scrren. Should hopefully include a few more boast we don't even know about.
As far as the OS issue, I think most everyone will swtich over to Windows 10 - most all the Xbox Ones will, most PC and even the Surfas Pros - and Mobil will. So it should have a wide adoption almost like a flip of a switch from Microsoft. There has never been anything like this before.
