Of course, devs will get better at making the most of the hardware, but there won't be anywhere near the dramatic improvement we saw on PS3/360.

Yes there can be huge improvements, if every game would be at least at the same level as PS4 exclusives which they are not. The PS4 is more powerfull but also more complex to maxing out the hardware, thats because it has more powerfull gpu than cpu and only gddr5 as memory.
