Not even companies have a definitive number of how many consoles they have sold. They can't always have the certainty that they have sold an actual console:

It's obvious they can't have 100% sure of how much they sold... but they can certainly know the lowest it would be based on shipping figures, amount, frequency, time to go from production to shelves, etc... Sony hardly would say the have sold over 22.3M if there was any possibility of it being bellow 22M
