They  are in two points. First, there are still several good games stuck in japan with no localisation confirmed (Tales of innocence R, God Eater 2, wtc. Check the Vita thread for a list on the poll). and second because Sony has not bothered to localise a single one. They made no effort beyond their own releases.

But that's not entirely true. We know that they work with Namco to get Tales of Hearts R localized. They've built out their 3rd party relations team for the purpose of bringing over games like Hearts. While Hearts is only publicized Sony involved localization, I believe that they're assisting in some way to get some of these titles brought over.
