Well, with Nepal it was well know that something bad will happen anytime "soon". That's why a lot of specialist have been there short before the earthquake. So, if he said 5 days before it happened that it will happen sometimes, he only used information already well known.
And that some bad earthquake will happen in California is also nothing experts don't already "know" (whenever that will be), but to say it will happen exactly the next days sounds to me more like a wild guess exactly as the "9.8" is only out of his ass.
