not a complete expert on this but from what a gathered:
Hentai is censored but becomes uncensored if licensed but a western company
for JAV, uncensored and censored are two different beasts;
usually censored jav stays censored rarely does it become uncensored unless like above some company buys partial rights for it to become uncensored.(which I personally never witnessed) Uncensored Jav is usuallly done be companies making pornagraphy under western licensing laws(although all those companies have a english and japanese language site)
some uncensored jav has become censored, but I think it's based on the popularity/noteriety of said actress, certain actresses switch between censored and uncensored; many stars stay in censored porn as it's bascially the law of japan for mosiac filtering to be done to men and woman genitilia and they don't want to get in any legal trouble I think it pays better than uncensored.
