Epic was not interested in Gears IP like MS was. They're mainly a game engine company.

If there's one thing that doesn't lack in MS studios, are devs with UE4 knowledge. Crackdown, Fable, Scalebound, etc... are all being made with UE4 engine. Epic also has a technological partnership with MS to provide and assist with UE.

Manpower won't be an issue in Gears of War production.

That still doesn't change that Gears 3s credits clearly show that the team was clearly larger than 50 people.

Also I don't know what you're trying to suggest here, but 100 people for an AAA game that is likely supposed to come out after only 2 years in development (makes me honestly doubt this can even be ready next holiday season) is ridiculously small in todays industry and that is not only because of the engine. Halo 4s dev team was 200 people strong in the end (+150 contractors) for example, I don't see how Black Tusk could currently have any resources for another project, considering what they are tasked to do.
