Gears 1-3 were created with 50 man team at Epic and tight budget.

Black Tusk has more than 100 people and a lot of them come from Epic. Additionally, MS Vancouver (predecessor of BT) already has a protoype of an adventure game called Shangheist.

I'm sorry but I'm sure that after Gears 1 development was neither tight on budget nor only 50 people strong on the Gears series, just check Gears 3s credits. Also you're ignoring the natural increase in manpower that is needed for game development this gen, especially if they want to get the next Gears out in 2016, which I'm sure they will.
