Punishments need to be harsher for gangs to discourage people from joining a gang or staying in one. 

yeah sure...   that why you have so many gangs in northern europe and so little in the US...

harsh punishment creates the gangs in the first place, why should i steal a car radio or sell pirated movies from my van if i get allmost the same punishment as someone who robs a bank? 3 strike laws, harsh punishment for minor crimes and bad prisons create gangs...

Harsh punishment and prisons create gangs......

The culture in poor communities create gangs. Joining a gang for easy money, protection from gangs, notoriety and to become something they look up to. It's a never ending cycle that they started. 

Make it easier to arrest people for gang activity. Use military resources to gather intel and enough compelling evidence of gang activity then do a mass raid. If they resist arrest violently, shoot 'em. 

Solitary confinement and no communication with other prisoners would stop recruitment and gang activity in prisons. Gang members would be placed in special prisons. Add some kind of education and better rehabilitation programs into that prison system for non violent gang members. 

Harsher punishments for violent gang members in general. An expedited death penality would work for it.

Ban any music with gang related content, paint over any gang symbols/markings in the streets and make using any gang signs illegal/fined heavily. Smother the culture that spawns gangs with education and social pressure to reform/become productive members of society. No more of this "gang activity is cool" crap.

Hit 'em hard everywhere (arrests), punish more severely and creatively, have society shun them and publically humiliate 'em. Rinse and repeat until their morale is broken/gangs disband.
