When will we see photo realistic visuals in native 4k on a home console?

Maybe next gen. It depends how well GPU tech advances by the time Sony/M$ select a configuration to go with. Very likely to be based off Volta or AMD's equivalent with some customization.

Edit: Didn't see the photo realism part. Atleast two gens away.
