Having anything locked on the disc is a crappy development tactic. Whether it's Super Street Fighter 4 having all the DLC characters or free, the devs are holding conent back, meaning the game will be playable, but incomplete for developer agenda. Witcher 3 devs "oh we're being nice guys giving 16 free pieces of DLC." Just a marketting scam and nothing more when they more than likely had all the DLC complete and ripped from the game. How long ago did CDPR announce exactly what all the free DLC would be?
