Since the tech behind the PS since the PS2 and again with the PS3 has been a major marketing point for both platforms, 2nd party developers have generally felt obligated to push the visuals and the tech to the greatest extent when developing for said platforms. SCE had a vested interest in helping 2nd party developers achieve this as these are the types of games that help market their hardware platforms most.
The CPU of the Wii U is likely weaker (tech spec geeks feel free to correct this), but not constrained by memory limitations the way the PS3 is. The GPUs of each respective hardware platform is probably closer to a wash, but I wouldn't be surprised if the Wii U GPU was more capable than that of the PS3.
