I read this like,... if they find pirated software they can remove it, and remove your ability to use "first party services".

It doesnt read like they can brick your consol.

neh... its " disable permanently or temporarily any device on which you receive " otherwise it would say something like "block access to" PSN First Party Services or "disable the services on any device" 
it's pretty clear they can say they can disable your devices..
