Maybe, I think it'll sell less than 100 million. I found this thread btw http://gamrconnect.vgchartz.com/thread.php?id=171626&page=1 . It's asking if any PS4 exclusive is gonna sell more than 10 million and the only answers basically were GT7 and GT8 :p.

I admit I should have double checked Playstation software records before making the thread; I thought the PS1/PS2 GT games sold more than they did.
