Does Lack of Backwards Compatibility Device and HD Remakes Tie in Together?

Sony went so far as to filing a patent for such an item. So why is it we do we still not have such an item after all these years?  Is it impossible or too expensive?  Or does the easy money of reselling old games as HD remasters have a hand in this choice?
