Well, the upper hand that valve has here is that it controls the marketplace.

Console makers don't have any control over used games, and it's not like they keep making old games for new sales. Valve on the other hand sells everything digitally, so if you want to play that old game, you have to buy it from them.

That's kind of a massive difference.

One could also make the counter-argument that on the consoles, you can always buy used for cheaper than on steam.
