I would agree that Driveclub has the better image quality and effects, though for many people, including myself, 30fps vs 60fps is the bigger separator.
It's an unfair comparison so begin with though, which was my point; PC has an overwhelming advantage, and multiplats are increasingly showing this. Not to worry though; consoles are the bigger money maker, so it'll never get to the point where they miss out. They won't look as pretty or run as smooth, but they'll still get playable versions of virtually every big PC game.
