Maybe, due to lack of numbers and identities it would be more about accountability. Who's who is pointless when there are only 12 of them and out of them, 6 are known many working for the government, 1 isn't real and is not more than advanced AI and one is a god unlikely to register on any human law.
Infact the entire premise may change, like mentioned before, this film is hardly Wolverine going back in time and breaking the space time continuum.
