It just means reviewers should not take off 30 points for something that's confirmed to be rectified within weeks.

Reviewers also shouldn't add points for content they haven't played. Review what's there and not what's promised to be there in a couple of weeks/months.

They have already played splat zones, the second online mode. It was presented to all the press all around.
It was very praised btw.
