PS4 may be the strongest console on the market, but compared to a high end PC, or even compared to PS3/360 back in their heyday, it's not powerful hardware. The bullshot graphics were never in the realm of possibility for consoles.

 
Bloodborne has also better physics and espacially GPU physics effects and can render more enemies, its hard to compare engines anyways but i still say Fromsoftwares engine is more capable overall.

The pc is stronger but what does it matter if its lacking exclusives to show off what the more powerfull hardware can do. Crysis was one exclusive that showed what the pc could do in 2007. So far all ps4 exclusives look truely next gen and delivered graphicswise, its not sonys fault if third parties cant handle programming for their console like first parties do. The ps4 is powerfull enough for them looking at the third party games right now.

Textures, foliage, shaders and lighting still seem firmly in (bullshot) Witcher 3's favour.
