Makes it sound like its a issue could have been them getting a non ready for release version they tested it on.

If that video is from a early non ready for release version of the game... yeah that could explain it as well.

Still XB1 comes out looking great in that video, while the oppersite is true for the PS4.
Its more or less the only video where that happends, with project cars.

The OP video is from only a day ago, so it's a safe bet it's the same technical issue as previously noted, carrying over to the release build.
