Why is it only noticeable in that 1 video then though? In all the other videos they have of the PS4 playing it, its not noticeable at all, but then in this video it is?

Unlike other versions of Project Cars, PS4 pushes for per-object motion blur that affects each car as they rocket past, entirely independent of the screen. Unfortunately, the method isn't flattering, with its low sample rate causing obvious banding behind each racer.
