At some point in development the artstyle was changed for one thing, CD Projekt decided to go for less realism and more art. However, it's clear that there was a downgrade. I get the feeling that it's because 8th gen consoles weren't as powerful as CD Projekt was expecting, and they had already committed themselves to making console versions and didn't want to go back on that commitment. That was rumored to be the reason for the Watch Dogs downgrade as well. There was a report that suggested that Ubisoft was hoping for about 2400-2600 gflops for 8th gen consoles, but in the end Xbox One is 1300 gflops and PS4 is 1800 gflops.

Witcher 3 still looks gorgeous though, so frankly I don't really care about the downgrade. It's still one of the top 5 games so far this generation graphically imo.

Bloodborne clearly shows what the ps4 can, it looks better than the W3 espacially when it comes to tesselation

Yes but those guys had help from Sony Japan for that, (you honestly couldn´t believe from software would be capable of those graphics. It still looks good though, but games like Infamous have shown the true power of open world games for PS4. The only way these games can look this good is if they are specifically made for the system and take full advantage of the 5GB GDDR5 memory and the PS4 API. Multiplats will never come close to the Sony exclusives in the graphic department like on PS3 no mltiplat was a match for Uncharted 2/3 TLOU or both GOW and even GOW 3 on Xbox 360.

Quite recently we had project cars (great game), but Driveclub just smashes it graphical wise and in some other aspects like the rain coming natural on the glass and moves along with the G-Forces, which isn't avaiilable ironically in the SIM. What I am trying to say is that the recent console exclusive will always outperform their third party competitors in the same respected genre unless the budget is outstandingly huge. Multiplat takes it's compromises and the consoles ensure big games to make money, since I doubt the Witcher 3 would be the same game in therms of ambition and scale if it was pc-only it would have looked better but at what cost/ In that matter it is ironically that console peasant rants are starting on soe fora.
