Well, there's no sudden turnaround. Nothing prevents them from making a crappy FPS. But i think you should consider Conduit as a tech demo for Quantum 3, just like Unreal Tournament is just a demo for the main product, Unreal Engine. There aren't Wii specific engines available, so High Voltage is basically entering the blue ocean.
