Because the hyper visor layers...
MS needs to handle way more now in terms of OSs than what they did on 360... that means the apps get complex code (that leaves a widen open for bugs) and the low priorities in the tasks making them slow.
BTW Xbone has UPnP so it is to work fine with any router unless you turn off UPnP.
