It is difficult to judge anything based on their forecasts due to their reliability. If we assume it is the historical overly optimistic forecast, it is probably safe to say it means no price cut.
However, if they are being more realistic, it could mean there actually will be a price cut. 3.4m would be up YoY (barely). It will be difficult for the Wii U to match the Q1/2 shipments from last year. That means it would need to make it up in the back half. With Zelda being delayed past the holidays, they are either going to need that sales boost from an unannounced game or a price drop.
So if there is no big system seller announced for the holidays at E3 it is possible there will be a price cut for the holidays. That, of course, assumes that they are actually aiming to hit 3.4m. Given their track record, it's entirely possible though that they will just miss their forecast.
