I've definitely got to agree with you on this: thats the only big issue I had with the movie since it seemed just like a filler for screen time.

It was. You could remove the romance altogether and you wouldn't lose anything. The Hulk would have still left because he felt he was a monster after being controlled and Black Widow would have still stayed with The Avengers.

Also, my other big gripe with it is that it made Widow into a weak character. She wasn't the badass we know and became a damsel in distress to be saved.
