No PC gamers aren't "second class citizens." Is the PC more of an after thought as a gaming platform to the biggest developers i.e Ubisoft, EA, Activision? You betcha. Why? Sales and to a lesser extent, Piracy.

No.1 Console gamers are more willing to pay the full 59.99 for their games and usually sales are typically higher per individual game. Higher sales/margins means more focus.
No.2 Piracy. PC games are almost always pirated with very few exceptions. There are pirated console games but nowhere near he extent of PC games.
There are other considerations to be sure, ease of porting, game type, developers preference etc. but I think it comes down to the cost/benefit ratio being more favorable on consoles so developers/publishers tend to focus their efforts there.
So with that in mind I think it is more, you get what you pay for than PC gamers being treated as "second class citizens."
