Anything below 16ish is a no-zone for me, personally. I think if it fits the character and she is of age, that's perfectly fine, there are very promiscuous people out there and they like to show it. I don't think its a rampart problem outside of Japan and their schoolgirl craze though. As for the poll, there is nothing wrong with the system in place of changing ages based on region so it gets my vote.
