Yeah if you install homebrew onto your Wii you can rip an ISO off discs of games you've bought, or you can just play the disc inside your PC's disc drive (wouldn't recommend, slower load times than off the HDD/SSD.) 

I'd recommend an i5 4690k.

At its base clock (with turbo-boost to 3.9 Ghz, since you only need two cores) it should run the game at full-speed. But if you find that there are some drops it is overclockable (and it's very easy to overclock to something like 4.5 Ghz.) It is by far the best processor for Dolphin because of its high instructions per cycle and also its high clock-rates. Dolphin currently only uses three cores at most (two for game, one dedicated to sound) so you won't find any benefits from an i7. 

This also happens to be an excellent processor for PC gaming too. 

I'm thinking about this one. I guess I'm gonna wait till September, when Intel is supposed to release a new gen of CPUs. Maybe I'll manage to get a nice deal on this one
