There's something that needs to be wrote somewhere and permanently stay there.
Tthe hardware of the PS4 is better, and will always be, always.
The consoles are not bound to be upgraded because they can't recall millions of them. What happens is software upgrades, and so far both Sony and Microsoft have been doing them. So as long as they both upgrade the software, the hardware difference will still be there.
Final answer : no, they were never on par and never will. The games on X1 have been better visually, but never will they be on par. (if a developper decides to make a game look the same on both consoles, it just means they're using the X1 as a base and the PS4 is not fully exploited).
