It's true that last summer was especially dreadful for the system, selling 40-50k regularly. Maybe if it drops less this year it can make up some lost ground. So lower highs and higher lows might do it.
If it happens though, I think it will be close. Last year's holiday bump was enormous, spurred by the "temporary" cuts and launch numbers in Tier 2 countries. So I think it will be hard to keep up past September, even with Halo.
We will see, I think it's an interesting scenario and as far as I know, only GameCube and Vita peaked in their first years.
