Speaking seriously for a moment, I actually can't completely agree. Realistically, it should be better - 25% of something beats 100% of nothing - but human psychology often screws this thinking up.
I remember the first time I got a bonus that wasn't under the table. Once I found out that Uncle Sam took about half of it off the top, I went from being happy at getting literally-free-money to being somewhat sour about the whole experience. I still gladly took it, mind you - I'm not THAT immature! - but the idea that someone else took a huge chunk of my gift changed my perspective from "yay!" to "alright, but those sons of bitches screwed me." I recall psychology experiments implying I'm not completely alone here. I have to imagine it's even worse when someone's taking three-quarters of money you actually earned, rather than something given because your boss got a bit too even-handed drunk at the Christmas party, and couldn't back down graciously afterwards.
Point is, it's better to take 100% of the mod bribe money I'm paying than only 25% of what ioi should pay you!
