Is that really the issue? I mean, they could have easily released Mewtwo months ago, so it is really the release time that changes whether it's a scam or not?

Well, the main issue in question is that companies are cutting out parts of a games, selling an imcomplete product, and then offering the rest of it as DLC to make it complete. However, Smash Bros is already a complete product, and anything that is released afterwards is post content. It's not really a scam if it was made after the game was released.

But there are very few things released that are truly incomplete. There are examples like Evolve that are made with DLC in mind, but I don't think all developers have the conversation of "Hey, let's remove this and sell it as DLC later".  You'd be hard pressed to legitimately say that it's a scam, because companies use it different ways. So it's not evil or good.

I agree on both those points. The only game I thought of that appeared incomplete was Evolve. I considered KI for the XB1, but that seems more of buying the bits you want. And whether devs truly cut content from a finished product has been speculation mostly. It does seem more that when when extra goods are offered as day 1 dlc, or as a pre-order.
