Some of the better UGC actually deserves being paid for, I hope they'll have some form of quality control though, there is also a lot of shit UGC.
Another problem with concepts like digital media is that it's rather simple to cheat with reviews and recommendations by using multiple fake accounts to brag about products; which means that the community part of quality control is often hard to trust.
Overall though; good news, UGC has been a massive and important part of PC gaming for years and deserves a lot more official recognition.
