I would certainly hope so. It's important to many people I'm sure. Not that important to me though since I'm plenty happy to play with randoms.

Quick point though, from the IGN article: "Splatoon doesn’t offer custom match types with friends like Smash Bros."
This only states that a custom matchmaker LIKE SSB's does not exist on Splatoon but does not tell us what Splatoon DOES have. Hopefully a good one.
