Doubtful. Fire Emblem games, especially now, have huge campaigns (especially in Japan). Kirby typically only gets a TV commercial and not much else.
It's really not hard to say that Fire Emblem costs more to make than Kirby. The cutscenes, dialogue, localization, voice acting, gameplay mechanics, etc. are much more intricate than what you would see in a Kirby game. Therefore, it's much more expensive to make. Also, Fire Emblem games are traditionally longer than Kirby games (which makes sense considering they're RPGs).
