Why did Sakurai decide to put Lucina and Robin in instead of just Chrom?

Pretty sure Chrom should have replaced Ike. Robin was a cool and unexpected addition and Lucina is essentially a skin for Marth so to bitch about that over a new character is always fucking hilarious.
Honestly who invited Ike back??
