It would be better if it's not Roy, but he would also be quicker to develop since they already have a starting point for him. The right combination of fan support and ease of development will get DLC characters in, as shown by Mewtwo and Lucas.
I do hope that whoever comes out of that Smash Ballot is new though. I'm hoping for Rayman myself.
