Ubisoft supported the Wii U a lot in the early days, so I might have to go with them. Either Capcom (MH3U and RE: Revelations), Koei Tecmo (Hyrule Warriors, Fatal Frame, Ninja Gaiden 3: Razor's Edge) or Activision (Skylanders, Call of Duty) would be third.
